NCLM Hurricane Helene 411

The League will work with other agencies to distribute the most updated information about Hurricane Helene recovery efforts. As available, we will repost information below and on our social media channels.

Accounting and Budgeting for Helene Loans and Related Reimbursements

Many governments that suffered damage from Hurricane Helene have received a Cash Flow Loan from the NC Department of State Treasurer and/or an Emergency Funding Loan from the Division of Water Infrastructure at DEQ. This memo will walk you through in detail how to budget, account for, and report in your financial statements the proceeds from both of these loans, as well as any federal or state reimbursements you may receive as a result of the damage. It is important that local governments account for these items correctly and ensure that all expenditures have been budgeted appropriately.
